In Montenegro, luxury property effectively begins at €500,000 — that threshold captures the top 21% of our 465 listings and is the point where villas, penthouses and branded residences replace standard coastal apartments. There is no official register or legal definition of “luxury” in Montenegrin property law, so the term is set by the market rather than by statute. In practice, three things separate the luxury tier from the mainstream coastal market:

  • Position, not size — first-line or elevated sea-view position drives price far more than floor area. Tivat’s median of €8,695/m² versus Bar’s €1,666/m² is a location premium, not a build-quality one.
  • Branded or architect-built — Porto Montenegro, Dukley Gardens, Portonovi and Luštica Bay carry a developer premium and a managed-rental option that independent villas do not.
  • Clean, registered title — at this price point the cadastral record and legalisation status (legalizovano) matter more than anything cosmetic, because the transfer tax alone runs to five and six figures.

How Much Tax Do You Pay on a Luxury Property in Montenegro?

On a €1,000,000 resale property you pay €52,000 in transfer tax — an effective rate of 5.20%, not 6%. Montenegro’s transfer tax has been progressive since 1 January 2024, charged in bands rather than as a single flat rate, so the effective rate rises with price but never reaches the headline 6%. Most guides quote only the top band and overstate the bill.

Where Is the Luxury Market in Montenegro?

Tivat and Porto Montenegro — the Premium Benchmark

Tivat is where Montenegro’s luxury market sets its ceiling. Porto Montenegro’s superyacht marina and branded residences push the median here to €8,695/m², with individual penthouses in our current inventory ranging from €3,500,000 to €6,500,000. The sheltered Boka Kotorska bay means calm water year-round, and the marina berth market gives owners a second asset class alongside the property itself. This is the one Montenegrin location that competes directly with established Mediterranean marinas on price.

Budva Riviera and Dukley Gardens — Liquidity and Rental Demand

Budva’s luxury tier runs at a median €3,536/m² — under half of Tivat — while offering the strongest short-let demand on the coast. Dukley Gardens is the closest thing Montenegro has to a Monaco-style seafront address, and our Budva-area luxury listings reach €2,200,000. Neighbouring Bečići (€3,004/m²) and Pržno (€4,727/m²) offer the same beach access with different density: Pržno is the quieter and, per square metre, the dearer of the two.

Sveti Stefan and the Prestige Addresses

Sveti Stefan carries Montenegro’s most recognised name internationally, yet built residential stock trades around €3,000/m² — lower than the name suggests. The reason is supply: almost everything that changes hands here is land or villa plots rather than finished apartments, so the small pool of completed homes is priced against a thin local comparison set rather than against the islet’s global reputation. Buyers pay for the address and the view.

Bay of Kotor — Scenery over Beach

The UNESCO-listed Boka Kotorska bay covers Krašići (€2,650/m²), Stoliv, Morinj, Muo and Kotor itself. Waterfront here means calm bay frontage rather than open Adriatic sea, and the price gap versus Tivat — in the same bay — is the single clearest value opportunity in the Montenegrin luxury market. Stone villas and converted palaces dominate the stock.

Bar and the Southern Coast — Luxury at Mainstream Prices

Bar’s luxury tier runs at €1,666/m², the lowest of any location we track, with Utjeha (€3,260/m²) and Dobra Voda (€3,440/m²) nearby. A €600,000 budget buys a substantially larger, newer property here than in Budva — the trade-off is a thinner resale market and shorter rental season.

Branded Residences in Montenegro

Montenegro has an unusually deep branded-residence market for a country of 620,000 people, concentrated almost entirely in the Boka Kotorska bay. The main addresses are:

  • Porto Montenegro (Tivat) — superyacht marina, the Regent hotel, and Montenegro’s deepest pool of resale penthouses. The benchmark address.
  • Dukley Gardens (Budva) — seafront residences on the Zavala peninsula with private beach; our listings here start around €790,000.

  • Luštica Körfezi — a Chedi-anchored resort town under phased construction, with golf and its own marina.

Branded residences carry a price premium over comparable independent stock, in exchange for managed rental programmes, hotel services and stronger resale liquidity to international buyers.
